Contract position as a Site Construction Manager for an international firm at a work site located in Iraq. The basic qualifications for this position are as follows: BS in Civil or Mechanical Engineering, at least ten years relevant experience in construction (including previous extensive site management responsibility), and reciprocating engine experience. The successful candidate will be responsible for contract compliance and all other aspects of the site from initial turnover to project close-out. Major responsibilities include project budget, schedule, safety, problem resolution, and compliance with all corporate procedures and policies. Previous international experience, local language abilities, and registration as a Professional Engineer are considered to be pluses.

The actual pay rate is dependent on relevant experience and demonstrated personnel skill sets. In addition to normal pay scales an uplift of approximately 100% will be paid while in Iraq. Camp style housing and food will be provided in a secure living area while in country. The client will provide paid transportation to and from the site for this position. Two weeks R and R will be provided every 120 days and you may have the opportunity for additional overseas work. POSITION OVERVIEW:
Administers one or more standard subcontracts to ensure that subcontractors fully meet Company and project requirements. The incumbent at this level has experience and an increasing proficiency in the administration of subcontracts. A willingness to travel to the subcontractor's facility when necessary is required.

SPECIFIC RESPONSIBILITIES:
Prepares recommended source lists of qualified subcontractors, drawing upon their past performance experience.

Prepares Request for Proposal form and verifies accuracy and completeness of proposal packages. Interfaces with affected groups to clarify and ensure that all necessary data has been included.

Receives subcontractors' responses to requests for proposals, determines each subcontractor's ability to meet Company and project requirements, and negotiates the terms and conditions. Prepares and issues contracts commensurate with delegated procurement authority.

Prepares subcontract documents and amendments, including identification and inclusion of flowdown requirements from the prime contract. Ensures that terms and conditions will be appropriate.

Prepares reports and contractual correspondence for project management and client. Maintains accurate tracking records tailored to the assigned subcontracts.

Maintains and updates subcontractors' files to include records of payment.

Performs subcontract closeout actions, completes file documentation, and forwards subcontract files to storage. Ensures retention of hard copy of reports and claims for seven years.

Serves as liaison between subcontractor and procurement personnel.

Performs other responsibilities associated with this position as may be appropriate.

PREFERRED EDUCATION/EXPERIENCE:
4-year degree in Business Administration (or related field) and 3-5 years of related work experience involving typical procurement activities, including subcontracting.

SKILLS/COMPETENCIES:
Must have experience with government regulations including FAR.A working knowledge of subcontracting activities typical to the engineering and construction industry is required. In addition, excellent written and oral communications skills, a working knowledge of PC software packages typically associated with procurement, and an ability to effectively negotiate subcontracts is also required.
