Iraq Local Governance Project


The Strategic Objective of the project is that Iraqi citizens benefit from improved local governance as a result of strengthening local governments and civil society organizations to respond to a broad range of issues in subnational administration, service delivery, and citizen participation in local administration. The focus is on quick restoration and access to basic public services, more transparent and participatory policy making and local governance processes, more effective and efficient local services delivery and management processes, and more effective advocacy and participation of Civil Society Organizations (CSOs) in local governance processes.

Background

The Intergovernmental Fiscal Relations Specialist will work within the National Policy Unit, which will consist of the Intergovernmental Fiscal Relations Specialist, a Decentralization Specialist, and a Local Government Association Specialist. The purpose of the National Policy Unit is to engage key U.S. and Iraqi officials in a policy dialogue on the overall framework for local government, the role of local government in the total system and policy and institutional issues in establishing subnational governments as strong political and service providing agencies as an antidote to the formerly autocratic, highly centralized regime.

Summary of Duties

The individual will work with other Local Governance program personnel, U.S. government officials, Iraqi officials in ministerial positions, and senior local government (province/city) Iraqi officials, holding workshops, facilitating discussions, and assisting in analysis of alternative approaches to central/local revenue allocation systems.

The position will require the individual to commit to be in Iraq at least 70% of their time over the course of the contract year (through March 25, 2005). The individual must commit to spend at least 2 full months at a time in Iraq with breaks in between. Duty assignment will be in the LGP Headquarters in the Green Zone in Baghdad.

Qualifications:

The individual must have professional disciplinary training in economics/public finance or public administration with a strong concentration in public finance with the equivalent of PhD in academic preparation and experience. The individual's experience must include at least 15 years of experience in intergovernmental fiscal systems focusing on central/local revenue sharing, central government grant systems, formula based revenue distribution systems, etc. in a variety of developing and emerging market countries.
